I disagree. The reason we have to have excessive insurance is precisely because we continue to pay people for their own carelessness and stupidity ("thighs burned when woman places a hot cup of coffee between them" comes immediately to mind).

The bear was spooked by her and the dog and bit her to warn her off. It didn't try to eat her and it didn't randomly maul her. It obviously wasn't rabid. It should be collared and relocated.
